The Joint Powers Board consists of four members: two from Brookings County and two from the City of Brookings. The members meet periodically as necessary for the purpose of discussing the planning, design, construction, and continued operation of the Brookings City & County Government Center and its grounds.
The City Manager is a nonvoting member of the Board. The Board has general authority concerning the planning, design, construction, and continued operation of the building, however the following matters are subject to approval by both the County Commission and the City Council:
